Simply create the .zip file without using Lotus Notes...the emoticons are located here:
C:\Program Files (x86)\IBM\Lotus\Notes\Data\workspace\.metadata\.plugins\com.ibm.collaboration.realtime.palettes\palettes\Smileys

Then use the Import button in Sametime preferences to upload those emoticons (of course, selecting that zipped file from above).
